3년 전, 외국인 보호소 수용자가 이른바 '새우꺾기' 자세 등 가혹 행위를 당한 사건이 있었는데요.

이에 대해 국가가 천만 원을 배상해야 한다는 법원 판단이 나왔습니다.

인권 단체들은 국가의 이름으로 행해진 폭력이 명백한 위법이었다는 사실을 알려준 중요한 판결이라고 평가했습니다.

김다현 기자가 보도합니다.

3년 전, 경기 화성시 외국인 보호소에서 가혹 행위 논란이 불거졌습니다.

30대 모로코인 A 씨가 머리에 보호장비를 쓴 채 손과 발을 등 뒤로 묶이는 이른바 '새우꺾기' 자세를 강요받은 겁니다.

A 씨는 열악한 처우를 항의하거나 병원 진료를 요구했다는 이유로 오랜 시간 독방에 갇혔다고도 주장했습니다.

법무부 진상 조사 결과, 직원들이 보호장비 사용법을 충분히 숙지하지 못했고 관련 규정도 미비했던 것으로 드러났습니다.

법무부는 직원 교육을 통해 비슷한 일을 막겠다고 약속했지만,

지난해 12월, A 씨는 제대로 된 사과를 받지 못했다며 국가를 상대로 4천만 원을 배상하라는 손해배상 소송을 제기하고 나섰습니다.

심리 5개월 만에 1심 재판부는 국가가 A 씨에게 천만 원을 지급하라며 원고 일부 승소로 판결했습니다.

선고 직후 인권 단체들은 기자회견을 열고, 국가의 이름으로 행해진 폭력이 명백한 위법이었다는 사실을 명시적으로 알려준 중요한 판결이라고 평가했습니다.

인권 단체들은 외국인 보호소 내 인권 침해를 막으려면 더 많은 노력이 필요하다며 법무부의 항소 포기를 요구하고 있는데,

법무부는 일단 판결문을 입수해 검토한다는 방침입니다.

라인 야후가 네이버의 지분 매각을 사실상 요청한 가운데, 라인 야후의 모회사인 소프트뱅크는 현재 네이버와 협의를 진행하고 있다고 밝혔습니다.

7월 초가 협상 타결 목표 시한이라고 밝혔는데, 다만 협상의 난이도가 높다고 말해, 그 과정이 녹록하지 않음을 시사했습니다.

소프트뱅크가 오늘 결산 설명회에서 라인 야후와 관련한 입장을 내놓았군요.

소프트뱅크의 미야자카 준이치 CEO는 라인야후 측이 네이버와 위탁 관계를 순차적으로 종료하기로 발표했다면서,

라인야후의 요청에 따라 보안 거버넌스와 사업 전략 관점에서 자본 관계 재검토를 네이버와 협의하고 있다고 밝혔습니다.

다만 지금 시점에서 합의에는 이르지 못했다고 밝혔습니다.

이어 네이버와는 7월 초 협상 타결을 목표로 잡고 있지만, 기업의 규모와 자금 등을 고려할 때 난이도가 매우 높다고 말했습니다.

미야자카 CEO는 이후 보고할 일이 생기면 신속하게 공개할 것이라고 약속했습니다.

또 어제 라인야후가 네이버와 업무 위탁을 '제로'로 한다고 발표한 데 대한 언급도 있었는데요,

미야자카 CEO는 이에 대해 네이버가 적극적으로 협력했기 때문이라고 밝혔습니다.

특히 네이버가 라인야후 지분이 소프트뱅크에 추가 매입되는 것에 소극적이고, 다소 저항하고 있지 않은가라는 질문에, "그렇지 않다"고 답했습니다.

또 네이버가 큰 기업이 때문에 여러 의견이 나오지만 최소한 CEO끼리 어떻게든 해결하자는 데는 입장이 같다고 설명했습니다.

앞서 어제 라인 야후는 결산설명회에서 자신들은 자본 변경을 강하게 요청하고 있다며,

소프트뱅크가 과반의 지분을 취하는 형태로 변화한다는 대전제를 깔고 있다고 밝혔습니다.

또 사내 이사 중 네이버 출신이자 유일한 한국인인 신중호 최고제품책임자(CPO)를 이사회에서 제외했습니다.

이 때문에 소프트뱅크와 함께 라인 야후에 절반의 지분을 가진 네이버를 완전히 배제 시키려는 움직임이 본격화되는 것 아니냐는 우려가 커지고 ... (중략)
